To like the cut of someone’s jib means to like their general appearance and demeanour. The jib was a small triangular sail at the front of the ship. Some ships had more than one (the picture above has four) and each country would have a different style. So from the style of a ship’s jib you could tell quite a bit about the crew and owners.
