The device is literally being sold on shopping sites as “anti-pervert weapons” that can be discreetly carried in handbags. Casual flamethrower.

Some devices are shaped like cigarette lighters while others hurl fire for up to 50cm. They are currently on sale for around £10-£30 on e-commerce sites. One vendor even boasts that they can “scald or even disfigure an attacker” while this vendor told The Beijing Youth Daily they:

Can leave a permanent scar, but are a legal, non-lethal tool. Not a weapon.

Police have said that flamethrowers are technically illegal (no s**t) but there is still concern that they will become popular in China and could even cause damage to the person carrying them. So if you live in China – probably best to avoid carrying pocket flamethrowers. That should be a given, but I guess this is the world we live in now.
